INTERNAL REGULATIONS OF THE BULGARIAN SUNDAY SCHOOL "IZVOR" IN ANTWERP

GENERAL

Art. 1. Bulgarian Sunday School "Izvor" in the city of Antwerp (hereinafter referred to as "the school")

has existed since 2024.

Art. 2. (1) The school offers students:

1. the completion of training in Bulgarian language and literature, history and civilization, geography and economics for a specific class, but without obtaining a diploma,

2. possibility, under certain circumstances, to continue their studies in the relevant class upon return to Bulgaria.

(3) Education at the school is provided according to the curricula and timetables for Bulgarian Sunday schools abroad, approved by the Minister of Education and Science of the Republic of Bulgaria.

(4) The school will issue certificates for the completed education to students who have completed the relevant school year.

(5) The school does not issue documents for a completed educational diploma (primary or secondary education). The school does not organize state exams.

Art. 3. The school may also undertake additional school activities related to the preservation of national self-confidence, culture and traditions.


OPERATION OF THE SCHOOL

Art. 4. The school director is responsible for education at the Bulgarian school. The school director can consult with the parent council and ask questions for discussion at the parent meeting.

Art. 5. (1) The headmaster is elected by the Board of Directors of Izvor vzw for an indefinite period. The board can appoint a new headmaster at any time.

(2) The school director is responsible for the general educational, methodological, organizational and control activities of the school.

(3) The board of Izvor vzw concludes contracts with the pedagogical staff (primary and general education teachers), the administration (secretary, treasurer) and the non-pedagogical staff (hygienist) after consultation with the school director.

(4) The school principal:

1. organizes and is responsible for the normal course of the educational process;

2. maintains contacts and requests assistance from the board of Izvor vzw, the Parent Council and the parent meeting on matters concerning the school;

3. is responsible for the organization and equal distribution among the pedagogical staff (primary and general education teachers), of various administrative functions and tasks (accounting, archive, project manager, library, etc.)

4. signs the certificates for the completed training of the students;

5. participates in the meetings of the Parent Council in an advisory capacity.

Art. 6. (1) The meeting of parents consists of the parents and the persons exercising the parental rights of the children studying at the school.

(2) The meeting must take place at the beginning of each academic year.

(3) An extraordinary meeting is held on the proposal of the Parent Council or on the basis of a decision taken by the ordinary meeting.

(4) The meetings of the general assembly are regular if they are attended by more than half of the parents/persons exercising parental control over the children at the school. Parental involvement may be remote. Each parent has only one vote, regardless of the number of their children studying in the school.

The school principal and teaching staff only participate in the meeting with an advisory vote, without the right to participate in decision-making.

(5) The meeting elects the regular and reserve members of the Parent Council.

(6) During the meeting, problems related to the development and functioning of the school can be discussed.

Art. 7. (1) The Parent Council consists of at least three ordinary members, who are elected for a period of one year by the Parent Meeting held at the beginning of the relevant school year.

(2) The members of the Parent Council elect a chairman and a deputy chairman from among their number.

(3) The Parent Council shall meet regularly to discuss matters relating to the life and activities of the school. Meetings are held regularly when more than half of the council members are present. Decisions are taken by a simple majority of the members of the Parent Council. Decisions can be made in person or remotely via email correspondence/discussion involving all Parent Council members.

(4) The Parent Council:

1. Supervises the activities of the school.

2. Discusses and makes proposals for solving current problems of the school

3. Helps implement training and involve parents in the organization of extracurricular activities.

4. Prepares an annual report on the activities of the school in terms of compliance with the requirements for a normal educational process and extracurricular activities.

(5) Participation in the Parent Council is voluntary and free of charge.

(6) The members of the Parent Council undertake not to harm by words or actions the good name and authority of the Sunday School "Izvor" and of those who work at the Sunday School "Izvor", teachers and administrative staff. In the event of a violation of this standard, the Parent Council has the right to make appropriate decisions and temporarily suspend members from the council.


TEACHING STAFF

Art. 8. (1) The pedagogical staff consists of pedagogues, teachers in primary and general education.

(2) The teacher is appointed by the board of Izvor vzw for a term of one academic year, starting from the date on which the academic year begins. The teacher has the right to terminate the relationship with one month's notice.

(3) The teacher:

1. Accepts to teach at the school in the relevant discipline for which he has been appointed, according to the curricula and timetables for Bulgarian Sunday schools approved by the Minister of Education and Science.

2. Signs the certificates of students who have completed training in the relevant field in which he teaches.

3. Completes logbook information for his classes, receives and sorts registration forms.

4. Supervises and is responsible for:

a) the safety of students, for their discipline and good behavior;

b) for maintaining a high level of fire safety, together with the school director.

5. The teacher informs the parents in writing and/or during individual meetings about the performance and development of the students twice / once during the first and second semesters, for compliance with school discipline, as well as about his communication and integration skills in the school environment, to point out to them, given the possibilities, forms of extra work, the needs and wishes of the student.

6. Actively participates in school parties and in the preparation of two of them.

7. He may not violate the student's rights or humiliate his personal dignity or use any form of physical or mental violence.

8. Undertakes to protect the authority of the school and not to damage its image.

(4) In the event of a change of pedagogical and administrative staff, the materials created by them for the needs of the educational process remain for use in the school.


ORGANIZATION OF THE LEARNING PROCESS

Art. 9. (1) The school covers the study program from the preparatory group to the 12th grade. The training takes place according to the schedule established by the school.

(2) The school also organizes kindergarten preparation activities, extracurricular activities and workshops, which are not compulsory and the parents of the children who attend these pay separately.

(3) The organization of additional workshops and activities for a particular class or group of children is at the request of the majority of the parents of the class and is fully paid for by the parents.

Art. 10. (1) For the children studying at school, the provisional registration of the students in a higher class is carried out in the period from the beginning to the end of the month of April of the previous school year, and for this purpose the parents must submit an application for registration.

(2) Children enrolling at the school for the first time can apply and register from early June to September 30.

(3) Children who register after October 15 pay a proportional share of the tuition fee.

Art. 11. (1) The academic year begins in the first full week of September and ends in the last full week of June, depending on the number of academic weeks for the class in question.

(2) School holidays are aligned with the Belgian school holidays.

(3) The calendar of the school year per week and the holiday schedule are published on the school website.

Art. 12. (1) The weekly schedule is drawn up by the school director at the beginning of the school year.

(2) The weekly class schedule is announced to parents and students at the beginning of each school year before the parent meeting.

Art. 13. The teacher in question is responsible for teaching the lessons, teaching the learning content, testing and assessing the performance of the students.

Art. 14. (1) For the effective organization and conduct of the lesson, school diaries have been introduced, which keep track of the absences and teaching hours recorded in each class, as well as the results of the students' examinations, semester and annual assessments. The teachers leading the classes are responsible for maintaining and storing the diaries.


ATTENDANCE AND PARKING IN THE SCHOOL AREA

Art. 15. (1) Parents shall ensure that the child attends school regularly, taking into account the workload and employment of students in regular other schools where they study.

(2) Parents must inform the teacher if the student is absent and help the student catch up. The teacher is obliged to notify the school director if the student is absent more than ten without notice or if the student who was absent for objective reasons experiences difficulties in catching up with the learning material.

(3) Parents ensure that students are not late to class and, in the event of lateness, that children and parents do not interrupt the learning process.

(4) Parents are obliged to pick up their children on time after the end of lessons. If they arrive late, they must inform the teacher concerned. If the parents have not indicated on the registration form that the child may leave the school alone after the lessons, the child can only be picked up by a parent or an authorized person.

(5) Parents undertake to comply with the parking rules in the vicinity of the school buildings. When parking around the school building, parents should take the peace of mind of those living near the school buildings into account.


FINANCING

Art. 16. The school is supported by:

1. Annual tuition fee, the amount of which is determined by the board of directors of Izvor vzw before the start of each academic year. Tuition will be paid in a lump sum until September 30th and is non-refundable if parents choose not to attend school.


EXPENDITURE OF FUNDS

Art. 17 (1) The resources of the school are expended to cover the operating costs of school activities, including, but not limited to: teachers' and administrative staff's fees, textbooks and teaching materials, rental of classrooms, consumables, office supplies and hygiene materials, electronic platforms and others. The money is spent by the institution with due diligence.

(2) At the end of each school year, a detailed financial report shall be prepared for the funds expended by the school during the school year.


SCHOOL MATERIALS AND EQUIPMENT

Art. 18. (1) Parents provide the materials that the child must have from the first day of school, according to a list published on the school website before the start of the school year.

(2) Children from the preparatory group and from the elementary phase are sent with spare clothes - in rainy weather or in winter, or when they risk getting their clothes wet during outdoor breaks.


COMMUNICATION WITH PARENTS

Art. 19. (1) The Parent Council, the Headmaster and the teachers shall regularly communicate and exchange information with the parents/guardians on matters related to the educational process, life and activities of the school, as well as on specific occasions related to the education of children, the students or their behavior at school.

(2) Communication and exchange of information between parents/guardians and the class teacher takes place through:

1. Email.

2. The notebook that the child brings to school and the parents are obliged to check after each visit of the child to the school.

3. The information published on the school's website.

4. Meeting organized at the request of the class teacher or parents.


SCHOOL DISCIPLINE AND RULES OF CONDUCT

Art. 20. (1) Students must treat each other, faculty, and staff with courtesy and due respect.

(2) Physical or verbal attacks are strictly prohibited.

(3) The school director and teachers have the right and obligation to actively intervene at any time if they notice that students are not following the rules during class activities and breaks.

(4) Discrimination in any form and of any nature is not permitted at the school: on the basis of nationality, gender, religion, language, social status, possible disabilities, etc.

(5) Students are required to keep school property and equipment in classrooms, common areas, green areas and on the school playground. Damage and destruction of equipment, property or the building will be punished and the perpetrator's parents will be asked to pay for the damage.

(6) Failure to comply with school rules and/or any harm to the physical or mental integrity of other students or adults may result in measures being taken, in accordance with applicable law.

Art. 21. (1) Every student makes efforts and works according to his capabilities. In the event of insufficient work by the student and after investigating the reasons for this, the teacher or the pedagogical team responsible for education decides to take appropriate measures by maintaining contact with the family.

(2) An individual plan for learning the course content or for overcoming educational difficulties is offered to such a student.

Art. 22. The use of mobile phones or other electronic devices is prohibited in all classrooms during school hours. If it is necessary for the child to have a conversation with his parents, this will be done with the permission of the teacher.

Art. 23. Students are not allowed to bring valuables (jewelry, video games, cell phones, tablets, etc.). It is allowed to bring only a favorite toy intended to calm the preparatory or novice child, but it must be put away during lessons. The school is not responsible for loss, theft or damage to these items.

Art. 24. All dangerous objects (knives) are prohibited in the school.

Art. 25. Parents must ensure that the child is not sent to school if he or she is ill, and the teacher or principal must be informed in a timely manner. If there is a risk of infecting other children, parents are not allowed to send their child to school during this period.

Parents must immediately inform the school director of the nature of the disease (suspected infectious diseases, lice, etc.). If necessary, appropriate measures will be taken.

Art. 26. In the event of an accident, the teacher or principal shall immediately notify the family and take all necessary measures, depending on the complexity of the situation, including calling for emergency assistance. Each family is required to provide the school with multiple telephone numbers (including mobile) at the beginning of the school year at which emergency contact can be made with parents, and the school must be notified if the telephone numbers change.

Art. 27. The school does not have a school doctor. Teachers are obliged to familiarize themselves with the emergency numbers of ambulances, fire brigades and police in Belgium and to use them in the event of an emergency.

Art. 28. To respect the right to privacy, it is prohibited to post photographs of students on the school page without the express written permission of the student's parents/guardians.

Art. 29. (1) Safety requirements are mandatory for everyone: teaching staff, students, parents and temporary residents of the school.

(2) In an emergency situation, it is necessary to immediately inform the fire protection authorities (telephone 100), the police (telephone 101) or make a report to the general emergency number 112, indicating the address of the school.

Art. 30. (1) Information about the activities and organization of the school is regularly published on the school's website (www.izvor.be).

(2) The school website and the content published on it are the property of the school.


APPLICATION OF THE RULES

Art. 31. (1) The following actions may be taken in case of violation of the rules or systematic non-compliance with them:

- Discussion with the parents / guardians of the child(ren) and, if necessary, with the children;

- Sending a warning message/letter;

- Expulsion from the school without right to a refund of the tuition fees paid.

This arrangement is brought to the attention of the parents/persons who exercise parental supervision over the children of the Bulgarian Sunday school "Izvor" of Izvor vzw in the city of Antwerp, via e-mail, the school website and social media, as well as upon registration at the school and comes into effect on September 1, 2024.
